Thirty-three percent of the sales tax revenue from the Clean Water, Land and Legacy amendment is distributed to the Outdoor Heritage Fund. Those funds "may be spent only to restore, protect, and enhance wetlands, prairies, forest and habitat for fish, game, and wildlife."
It is anticipated that approximately $80 million will be available for appropriation by the legislature annually. A portion of the dollars appropriated from the Outdoor Heritage Fund are being made available through a small grants program administered by the Minnesota Department of Natural Resources. The Lessard-Sams Outdoor Heritage Council (LSOHC) was established by the legislature to
provide annual recommendations on how the Outdoor Heritage Funds should be
used. The council makes recommendations on appropriations of money from the
Outdoor Heritage Fund that are consistent with the Constitution and state law
and that take into consideration recommendations of the Minnesota
Conservation and Preservation Plan that directly relate to the restoration,
protection, and enhancement of wetlands, prairies, forests, and habitat for
fish, game, and wildlife, and that prevent forest fragmentation, encourage
forest consolidation, and expand restored native prairie.

A 25 year framework: Minnesota's conservation estate, historic conservation investments and future opportunities was developed with the facilitation assistance of Management Analysis and Development, was presented to the Minnesota Legislature in January 2011.
The purpose of this report is to comply with Minnesota Session Laws 2009, Chapter 172, Article 1, Section 1, subdivision 5 (a). "As a condition of proceeding with this appropriation, the commissioner shall report on the feasibility, process, and timeline for creation of a Minnesota fish and wildlife foundation, to be modeled after the National Fish and Wildlife Foundation, and on the possibility of allowing for the administration by this entity of the conservation partners grant program."
