Proposed Measurable Outcome(s)

Arts, culture and history will be interwoven into every facet of community life: By utilizing emerging technologies in digital broadcasting such as web streaming, podcasting and mobile applications, Off the Record; On to Video is able to create a cohesive, multi-platform web of access to programming, thereby enabling high-quality arts and cultural programming to be viewed, shared and experienced as readily as a smart-phone game.More Minnesotans of all ages, ethnicities, abilities and incomes will participate in the arts, culture and history: Utilizing both the diverse population of the U of M and the wide breadth of traditional and nontraditional Minnesota musicians, Off the Record; On to Video engages a diverse population of both students and non-students alike.People will trust Minnesota’s stewardship of public arts, culture and history funding. Refer to applicant's proposed budget: As a responsible steward of ACHF funds, our projects reflect fundamental values that include honesty, integrity, and accountability. The project plan’s desired outcomes, measurable outcomes, and budget will help to ensure responsible management of the funds. Financial controls are in place within our organization to ensure that expenses are appropriate and within the grant parameters. Timely reports and invoices will be submitted regularly to the State of Minnesota to promote transparency, providing external oversight and ensuring that the arts, culture, and history grant outcomes are met. In addition, trustworthy stewardship of the funds will be demonstrated by the strategic relationships and partnerships with countless Minnesota musicians.Arts, culture and history will thrive in Minnesota: Off the Record; On to Video empowers musicians from across the state to stay in Minnesota by providing a devoted space for them to create and share their work, while employing students and non-students alike in the creating of a high-quality visual record of their work and increasing the number of Minnesotans engaged in our rich and vibrant musical, artistic and cultural communities. Off the Record; On to Video increases Minnesota’s status as an international destination; a state rich not only in outdoor beauty, but filled with world-class museums, fine arts, culture and food; populated by an engaged, savvy and participative citizenry.More student exposure to professional performing arts, and the work of professional artists: Filming and photography take place directly on campus, with students behind the lens in Radio K’s live-broadcast studio, Studio K, or in the field, providing students with an opportunity to learn and work with accomplished recording artists and industry leaders, while themselves creating a new and lasting visual canon of Minnesota artists to be shared across the globe. Not part of any college’s class or curriculum, Off the Record; On to Video allows students from any financial background to gain exposure to high quality musicians and state-of-the-art recording technology, engendering a broader, richer community of artists within Minnesota’s borders.More K-12 students can affordably learn to read music and play a music instrument, participate in dance, choral, drama and other performing arts: Many junior and senior high school students at Radio K come to us through Post Secondary Enrollment Options, a program at the University of Minnesota allowing high school juniors and seniors can affordably take classes for both high school and college credit. With ACHF funding, junior and senior high school students participating in Off the Record; On to Video are empowered to become active in artistic and cultural pursuits as part of their daily life and have the opportunity to increase their exposure to a variety of performing arts that they might otherwise never encounter.Increased potential for visual and literary artists in Minnesota to earn income from their art: Dedicated to filming and recording local musicians – Off the Record; On to Video provides continual access for musicians working and living in Minnesota to showcase their work, a vital resource in the creation of a thriving Minnesota music scene. Artists that perform in Studio K are recorded, videotaped, and photographed and receive all of this material to post on their website and social media networks giving them a media tool to promote their work and increase their income – something most would not have without the ACHF support of Off the Record; On to Video.More locally and Minnesota focused content: By exposing new audiences in Minnesota and across the country via the internet to Minnesota’s extraordinary arts and cultural heritage, Off the Record; On to Video enhances the state of Minnesota’s appeal as a place with vast artistic and cultural resources – and encouraging increased participation in the professional arts within the state.More local artists, historians, writers and other that have their work showcased through public broadcasting: Incorporating multimedia broadcasting practices, Off the Record; On to Video creates a tangible, portable artistic experience which can then be shared, viewed and re-viewed, thereby empowering Minnesotans from all walks of life to take their state’s art with them wherever they go, while simultaneously providing Minnesota artists a digital window through which their work can be experienced across both the nation and the world.More knowledge and awareness of the way that history affects people’s lives and how that knowledge can help people make informed decisions for the future: By providing audiences with both an on-going audio and a visual performance and further, one that can be experienced through traditional terrestrial radio or via technology, Off the Record; On to Video uses culturally-appropriate paths to empower listeners of all backgrounds, incomes and ages to experience and participate in Minnesota’s artistic and cultural heritage as intrinsic to their lives and to view artistic expression as a vital tool in which to disseminate and share experiences.
